The Department of Administrative Services is responsible for general accounting and financial reporting functions for the Borough of Conshohocken. This includes, but not limited to budgets and budget controls, payroll, accounts payable and receivable, revenue distribution, insurance policies, bank reconciliations, account regulations, maintaining bonds, refinancing of debt, preparation of liquid fuels and other scheduled state forms in conjunction with the Borough Engineer, and preparation of required governmental paperwork including w-2’s, 1099R and 1096.

The Director of Administrative Services assists with the budget preparation process and makes recommendations to the Borough Manager; prepares monthly financial reports, analysis and ongoing review of the budget throughout year, which helps provide budgetary future insight; Manages the escrow accounts of the Borough and regularly consults with developers, attorneys, engineers and appropriate staff to verify the accuracy of such accounts; posts real estate taxes and processes tax refunds; Researches and evaluates invoices and billings, and collects all debts due to Borough; Tracks delinquent accounts and works to get all accounts up to date.

The Borough of Conshohocken contracts additional financial services with Dunlap SLK, which provides Government Account Standard Board (GASB) compliance and internal audit controls. Dunlap SLK representative, Julia Davis, acts as the Borough of Conshohocken’s Treasurer and works directly with the Borough Manager and Director of Administrative Services.
