Housing Rehabilitation Program

The Borough of Conshohocken’s Housing Rehabilitation Program has been in existence for over four decades and continues to operate for low and moderate-income homeowners. The Program has assisted hundreds of Conshohocken homeowners to bring their homes into code conformance in order to enable them to live more comfortably and safely. Eligible repairs include roof replacement, replacement of heaters, window and door replacement, electrical improvements and upgrades, plumbing improvements, improvements to kitchens and bathrooms, installation of handrails and other accessibility improvements, concrete work, and the installation of smoke and carbon monoxide detectors.

The Housing Rehabilitation Program is a four-year deferred loan program, which is funded with federal funds provided through the Pennsylvania Department of Housing and Community Development (DCED). 

Housing Rehabilitation Income Guidelines 

Your income must be below the following limits and includes your salary, pension, Social Security, child support, and interest on assets: 

Number of Persons in Household 

  • 1-Person Household - $ 62,500
  • 2-Person Household - $ 71,400
  • 3-Person Household - $ 80,350
  • 4-Person Household - $ 89,250
  • 5-Person Household - $ 96,400
  • 6-Person Household - $ 103,550
  • 7-Person Household - $ 110,700
  • 8+-Person Household - $ 117,850

There are additional increases in the maximum permitted income for larger-sized households.

Other Requirements:

  • You must be a Borough of Conshohocken resident.
  • You must own and occupy a single-family residence.
  • Your taxes and sewer fees must be current.

The Housing Rehabilitation Program provides one-time assistance only. If the program has provided services in the past, additional work on the same property is not permitted. Those interested in this program must meet income eligibility requirements. Fair Housing

Conshohocken’s Housing Rehabilitation staff also monitor and provide information concerning Fair Housing. Resources are available below, which pertains to protected groups of people, what activities are considered discriminatory, and who someone can contact if they believe that they have experienced discrimination. 

Residents can seek information regarding potential discrimination by contacting the Borough of Conshohocken or Conshohocken Human Relations Commission at 610-828-1092. They may also contact the Housing Equality Center of Pennsylvania at 866-540-Fair (3247) or info@equalhousing.org. These organizations can answer questions and/or direct you to where a complaint can be filed.
