 Borough Managers and Finance Officer Powers and Duties 

The Borough Manager is the chief administrative officer of the Borough and is responsible to the Council as a whole for the proper and efficient administration of the affairs of the Borough placed in their charge. The powers and duties of administration of all Borough business shall  be vested in the Manager as per the Council’s policies and directives.

The Finance Officer is the chief financial officer of the Borough and is responsible to the Council as a whole for the proper and efficient administration of the financial affairs of the Borough placed in their charge. 

About Fran Marabella 

Fran has been the Manager and Finance Officer of the Borough of Conshohocken since April of 2006.  He has over twenty-one (21) years of municipal management and financial experience.  During these twenty-one (21) years he has managed the operations and financial operations of a municipality, a water company and wastewater company.  He is a member of the Association of Pennsylvania Municipal Managers, Pennsylvania East Chapter of the Government Finance Officers Association and the Montgomery County Consortium of Municipal Managers.  He earned a Bachelor of Science degree in Accounting from Villanova University.

Fran lives in Middletown Township in Delaware County with his wife Jeanette whom he married in 1983: and their two (2) children: Brandon and Evan.  Fran enjoys working in the yard around his home, exercising, walking, attending his sons’ sporting events, and vacationing at the Jersey shore.
